SP brings over 30 years of experience providing local agencies with engineering support for the successful delivery of capital projects and programs. He assists with planning and the programming of federal and state funding, and reviewing land-development activities for compliance with the Subdivision Map Act and local ordinances.
His technical command spans land-development regulations, project management, subdivision mapping, and fee programs, along with deep expertise managing a city's transportation infrastructure, both developer-built and publicly funded. Having overseen small and large developments alike, SP understands what it takes to make a project successful and builds cohesive teams that resolve entitlement issues and keep projects moving.
SP co-founded a development company in 2019 and a construction company in 2021, and is leading the team building The Pines of Grass Valley, a 108-unit multifamily community in Northern California.

Luis began his construction career in 1999, quickly earning a reputation for his hands-on approach and exceptional work ethic. Over more than two decades he has built numerous single-family homes and multi-family communities, developing deep expertise across every phase of construction.
As Managing Member and COO, Luis leads field operations and quality control across the company's projects, from single-family homes to sustainable townhome communities. His command of day-to-day construction and his commitment to craftsmanship and safety make him a driving force behind B&M's reputation for dependable execution and lasting quality.

He has worked hand-in-hand with municipal planning, building, DOT, fire, and State Water Board departments, managing buy-outs, scheduling, subcontractors, safety, and clean site conditions while meeting inspector, owner, and lender requirements.
Known for client support throughout construction and strong communication, David has maintained excellent client relations across nearly five decades, with never a complaint to the CSLB.
